this is a bug in the filter, thanks for reporting it. now it should be 
fixed; here is a new release with the fix:

btw, there is no filter rule needed to pass program change events, they are
passed by 'chanmap' and 'devmap' rules and dropped by 'chandrop' and
'devdrop' rules, as the other events.
